The Collapse of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of contrasting events captured the bleak nature of the current period. By day, political struggles are conducted: positive announcements are delivered from various governments. Considerable effort is expended on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor missile launches from Russian territory, a ability provided through current data. From vantage locations, Ukrainian air force fighter jets that had been scrambled to intercept incoming guided weapons streaked across the sky – sophisticated military planes provided to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense thundered: several firings fired to intercept a hostile projectile. This was a modern interception technology at work, most likely provided by partner states. Every deployment jolts you unexpectedly, shaking the windows. The brief panic quickly transforms into grim resignation: maybe the hostile projectile won't cause damage this time, protecting urban areas from catastrophe and another blackout.

Continuous Dangers

Soon after, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a defensive team – probably allied-provided weaponry. Unfortunately, the bullets missed the enemy aircraft – it maintained course toward its destination.

Periodically, this persisted until dawn. Kyiv awoke to the morning news: multiple fatalities, devastation and heating outages in many homes as a result of the nocturnal offensive. As customarily, everyone still went about their day – experiencing conflict. But those full day demonstrated Ukraine's vital need on international aid – a dependence that regional partners are evidently unprepared to substitute in the immediate future.

Ineffective Peace Efforts

The detailed framework from US administration generated strong feelings, discussion and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new approach from Washington adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually achieve victory. This cycle will, no doubt, persist.

Political Considerations

It is convenient to criticize particular leaders of repeatedly advocating Russian terms. But that does not seem to be the entire situation. US administration works based on a assumption familiar among seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The American government presumes that it is unfeasible to force Russia to relinquish the areas that it presently holds in Ukraine's occupied territories.

The challenge is that while acknowledging this situation, Washington does nothing to discourage Russia, through words or deeds, from believing that the status quo will not shift further in its favour in the near future.

Divergent Views

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their reason to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing people and territory but avoiding a total frontline collapse until conditions improve in its favour.

Existing Situation

Factually, there are no actual prerequisites for a truce. Now, personal considerations are becoming relevant: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unworkable, so that their priority does not shift toward homefront challenges. And although their task will now be significantly challenging after recent developments, it remains quite doubtful that this will change their overall approach.

These opposing factors are guiding negotiations.

Assessment and Future

It took a only one week to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, recent disclosures, all did their job.

While new proposals based on old ideas are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and reflect specific hesitation to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, mainly require ongoing international assistance.
